How to Start a Gym in India: Registrations, Costs, First Steps

How to start a gym in India: choosing a business structure, the registrations you need by state, labour and GST rules, and a worked cost example.

To start a gym in India, you choose a business structure, register it with your state's Shops and Establishments authority, get whatever municipal and fire approvals your city and building need, open a business bank account, and register for GST once turnover crosses ₹20 lakh a year (₹10 lakh in a few north-eastern states). Before any of that, you build a cost sheet from real quotes and work out how many paying members you need to break even. Most of the rules vary by state and city, so treat this as a map, not a replacement for your local municipal office and a CA.

Step 1: Choose your business structure

This decides your liability, how you pay tax and how easy it is to bring in a partner later.

For a single-location gym, a proprietorship or partnership is the simplest place to start, and you can convert later if you grow. Get your CA's view on tax, because it differs by structure.

Step 2: Find the right premises (and check it before you sign)

Before you pay a deposit, ask:

  • Is the building allowed commercial use? Your municipal office or the building's approved plan will tell you.
  • What will fire approval need? Fire NOC requirements depend on your state's fire services rules, the building's height, floor area and occupancy. Ask the local fire department before you sign, not after.
  • Can the floor take the load? Heavy racks and dumbbells on an upper floor need a structural check.
  • Will neighbours complain about noise? Dropped weights and music carry.
  • Is there parking and a clear entrance? It affects walk-ins more than people expect.

Step 3: Get your registrations

Here is the usual list. The exact names, fees and forms change by state and city.

Shops and Establishments: one state example

Every state has its own law. In Maharashtra, for instance, the Shops and Establishments Act, 2017 requires establishments with ten or more workers to register, while those with fewer than ten only file an intimation of starting business, within 60 days of commencing. Other states set different thresholds and processes, so check your own state labour department's site.

GST

Section 22 of the CGST Act requires registration once aggregate turnover in a financial year exceeds ₹20 lakh, or ₹10 lakh in the special category States still covered by that lower limit (Manipur, Mizoram, Nagaland and Tripura). Udyam registration

The official Udyam Registration portal states there is no fee and that it is the only official site. Under the MSME classification revised from 1 April 2025 (Notification S.O. 1364(E)), a micro enterprise has investment up to ₹2.5 crore and turnover up to ₹10 crore, so most small gyms will fall in the micro category. You do not need to pay an agent to register.

FSSAI if you sell supplements or shakes

Selling packaged supplements, protein bars or a shake counter brings in food safety rules. Under FSSAI's eligibility criteria updated on 1 April 2026, a retailer with annual turnover up to ₹1.5 crore needs basic registration (fee ₹100 per year), with a state licence above that. Older guides quoting ₹12 lakh are out of date.

Professional tax

Article 276 of the Constitution lets states levy a tax on professions and trades, capped at ₹2,500 per person per year. Not every state levies it, and the rules on employer deductions vary. Ask your CA.

Step 4: Get the staff paperwork right

The four labour codes came into force on 21 November 2025, replacing 29 older laws (PIB). For a small gym, the points that matter most:

  • Appointment letters are now mandatory for all workers, trainers and front desk included.
  • EPF applies to establishments with 20 or more employees, regardless of industry (PIB on the Code on Social Security).
  • ESIC coverage now applies across India, not just notified areas. It is voluntary for establishments with fewer than 10 employees (same source).

Freelance PTs who work on a revenue share are a grey area. Put the arrangement in writing and ask your CA how to treat it.

Step 5: Sort out music and member data

Music. Playing recorded music in a commercial space can require a public performance licence under the Copyright Act, 1957. Which bodies can issue those licences has been argued in court, with the Bombay High Court in 2024 and the Delhi High Court in 2025 reaching different conclusions. Get a lawyer's view for your city before paying anyone.

Member data. Your joining form collects names, phone numbers and often health details. The DPDP Act's main duties apply from May 2027, so build your forms right from the start. See member data privacy for Indian gyms.

Step 6: Work out what it will cost you

I will not quote "average gym setup costs". They swing wildly by city, size and equipment brand, and there is no reliable published benchmark to point you to. Build your own sheet from real quotes. Here is a hypothetical example so you can see the method. None of these figures are market rates.

Keep at least three months of running costs aside, because members do not arrive all at once: 3 × ₹2,30,000 = ₹6,90,000.

Total you need to start: ₹18,00,000 + ₹6,00,000 + ₹3,00,000 + ₹3,60,000 + ₹50,000 + ₹75,000 + ₹6,90,000 = ₹38,75,000.

Break-even members: if your average plan works out to ₹1,500 a month including 5% GST, your revenue per member is ₹1,500 ÷ 1.05 = ₹1,428.57. So ₹2,30,000 ÷ ₹1,428.57 = 161 paying members just to cover monthly costs, before any loan EMI or your own salary.

Step 7: Plan the launch and the systems

  • Set your plans and prices before you print anything. See how to price gym memberships.
  • Claim and fill in your Google Business Profile early, so "gym near me" searches find you.
  • Decide how you will track attendance, renewals and payments from day one. A register works for a month. After that, missed renewals start costing you real money.

What licences do I need to open a gym in India?

It depends on your state and city. Most gyms need Shops and Establishments registration or intimation under the state law, and often a municipal trade licence and a fire NOC depending on the building. Is Udyam registration compulsory for a gym?
